Preventing or controlling the introduction and spread of weeds and other biological threats to biodiversity is a defining aspect of Natural Heritage Trust (NHT) investment. The Australian and State/Territory Governments as well as private interests have made substantial investments in establishing the NHT Extension regional delivery framework (i.e. NHT2) to protect and improve the natural resource base and valued assets. Under the NHT2 regional delivery model, weeds outcomes may be set, prioritised and achieved through a number of funding streams:
- Priority activities through interim regional arrangements;
- Regional investments based on accredited regional NRM plans and investment
strategies; - Other elements of the NHT regional delivery model including:
- Regional competitive component;
- State-wide activities in each jurisdiction; and
- Multiregional activities.
The objective of this evaluation is to assess the likely effectiveness of the Australian Government’s regional investment through the Natural Heritage Trust Extension (NHT2) in preventing or controlling the introduction and spread of weeds based on:
- An overview of regional investment through NHT2 in significant invasive species across all NHT regions with an accredited NRM plan (in June 2005);
- An assessment in more detail of the effectiveness of these investments for 15 selected case study NRM regions across Australia; and
- A synthesis of findings.
