The purpose of this task was to undertake a broad review of regional NRM plans and associated investment strategies to assess their capacity to achieve NAP objectives. It involved a desk top evaluation of the inclusion, integration and prioritisation of salinity issues in a selection of 20 accredited regional NRM plans and investment strategies across Australia. It assisted in the identification of case studies regions and the development of a more detailed evaluation framework for undertaking and evaluation the case studies.
An evaluation framework and guidance sheet was developed for conducting the desktop reviews. The framework focuses on the salinity-related contents of the plans, including related capacity building, investigations, adaptive management and monitoring and evaluation activities. The survey considered the following elements:
- scope and nature of salinity-related resource condition and management action targets proposed by the plans;
- the priority of salinity and water quality issues relative to other natural resource assets, in both the plans and investment strategies;
- the use of scientific expertise and baseline salinity and other relevant studies in developing responses to salinity issues and the plans' profiles of regional natural resources;
- links between baseline studies, salinity responses and resource condition targets;
- links with supporting implementation and action plans;
- scope and scale of actions related to salinity; and
- asset protection and restoration outcomes directly or indirectly sought through interventions that address salinity.
